Bugs: in the multi-pane model, clicking Workflowy URLs saved in nodes fails to restore all panes unless opened in Pane 1

Workflowy URLs are Shareable, Bookmarkable Workspace Links That
which includes information for all open panes.

But to restore all saved panes, these URLs (when stored in a WF node) must be opened in single-pane mode or from Pane 1 in multi-pane mode. Otherwise, they’ll behave like ordinary internal links and won’t restore any panes.

Tested in 4.3.2609110046 [beta, chrome-152, mac].

To add some contexts, the report is about clicking on a WF URL which is stored in a WF node. If you paste the WF URL into the browser address bar, it works in any case.
