Why is there no hotkey for summoning the Settings menu?

Maybe because it’s typically only accessed a few times per week and can be reached in 2 mouse clicks?

Fair, but I’m constantly changing the theme based on mood so those clicks add up. Maybe what I actually need is a Theme shortcut.
There are some theme change options in the relatively new Command Palette. I don’t use themes much so clueless as to how to use, but it is there.

And to be explicit if you haven’t yet used the Command Palette, by default you access it with Alt+Q, and you can set hotkeys for these commands using its customize_hotkeys command.
